Google translate , you can use it offline, with last update.
You have to open the app and then click options menu and offline languages and download package that you want.

The thing about offline dictionaries is that you can download a proper English dictionary, which gives you a definition in English.
If you want to learn English you should not be constantly translating, but thinking in English instead. So, in my opinion, this is a better way.

Apart from all the apps that may come up in this thread, I suggest changing your phone's language into English would be a really good start.
